I have a 2009 Chevrolet Silverado 2500HD 4x4 Club Cab Regular bed. I want to replace the stock tires and wheels but do not want to put a lift on the truck. What is the biggest size tires I can put on, and what size wheels are recommended?

The tires your are running are probably 245/75/16 which is the same as 30 inches.
You should be able to put up to 33 inch (285/75/16) tires without too much problem (perhaps a slight rub against the plastic under the bumper), even 35 inch if you are prepared for a possible sheet metal cutting
The best recommendation is to confirm this with your dealer - especially about the warranty.
As for the wheel size - you are limited by the disk brakes to you can't go smaller than 16 inch. I would not go bigger than that.
If you change to bigger tires you should also plan for a gear ratio upgrade on the axles...

I really enjoy seeing real 4WD
vehicles in real situations where they are needed. There
are so many highway bound posers that never go off the
pavement here that seeing life or death 4 wheeling in
Iceland is really refreshing.
